Fiscalization from September 2025: What’s new?

In Croatia, the obligation to Fiscalization of all customer invoices significantly expanded from September 1, 2025. Online shops, digital platforms, and traditional companies will in future have to submit every invoice to end customers—regardless of the payment method—to the state fiscalization system. Mandatory implementation for companies subject to sales tax will begin in January 2026.

Impact on online retailers and small businesses

For many online shops and offices, this represents a significant change: even invoices that were previously issued without fiscalization via bank transfer will be affected in the future. This makes it clear that all B2C invoices and receipts must be fiscalized. – regardless of whether an online shop, a local store, or services are involved. This applies to every payment method, and sole proprietors or small businesses must also adapt to this.

Technical implementation and new reporting requirements

  • Digital transmission: In future, invoices must be reported to the tax authorities in real time via a certified system.

  • Electronic invoicing: E-invoices must also be reported to the tax office before being sent.

  • Detailed reporting data: Additional information, such as product classification and payment terms, is required.

  • No specific obligation for cash register systems: However, timely digital reporting of all sales must be ensured throughout.

Deadlines and necessary steps

  • Test phase: Starting September 1, 2025, companies can switch their systems over to the new procedure.

  • Mandatory introduction: From January 1, 2026, all companies will be required to implement the new rules, with a longer transition period for smaller companies and certain groups.

  • Anyone who fails to comply with the legal requirements will face fines.
