VAT rates in Romania

Important information: Legal change to VAT rates in Romania from 26 July 2025

On 25 July 2025, the Romanian government officially approved a change in VAT rates, which came into effect on 26 July 2025. This short-term change in legislation poses technical challenges for businesses, particularly in the area of fiscalisation.

What does this mean exactly?

The new tax rates are as follows:
A: 21 % (previously 19 %)
B: 11 % (previously 9 %)
C: 11 % (previously 6 %)

Since the tax rates are firmly embedded in the fiscalisation software and printers, a technical adjustment is absolutely necessary. To ensure correct tax calculation and reporting, the following components must be updated together:

  • POS system
  • RetailForce Client
  • Fiscal printer

Only by synchronising all three components correctly can error-free operation be guaranteed.

Solution in sight: New software version

Our developers are working hard on a new release of the fiscalisation software that will correctly process the new tax rates. The release is scheduled for next week. From that point on, the new tax rates can also be correctly transmitted to the middleware via RASO.

What to do in the meantime?

According to local information, companies that are unable to make the changeover in time may be able to have their tax advisors submit an official notification to the tax authorities to declare a delay in implementation. This may help to minimise short-term compliance risks.

! Important information about printer change

Please note: Manually changing the tax rates in the printer will cause the new values to appear immediately on the receipt, even if the middleware is still sending the old rates. This can lead to inconsistencies, so we recommend that you wait until you have the new software version before making the change.
